Take your 4″ ribbon, make a 7″ tail, scrunch and add to wreath tie on the outer part of the frame. Make a loop, scrunch and connect to the next wreath tie. Then, make a 7″ tail and dovetail it. Make this ribbon poof big enough to cover over the mesh. Repeat this step until you make it all the way around the wreath. Step 10
